This website highlights a Community Plan for the area of San Miguel in northern San Luis Obispo County , California . This plan is intended to guide the growth and development of the planning area over the course of planning time frame (2004 to 2025). The purpose of the plan is to:
- Identify the community's land use, circulation, environmental, economic, and social goals and policies as they relate to land use and development.
- Provide a basis for local government decision-making, including decisions on development approvals and exactions.
- Provide citizens with opportunities to participate in the planning and decision-making processes of their communities.
- Inform citizens, developers, decision-makers, and other cities and counties of the ground rules that guide development within a particular community.
The Community Plan, has been drafted by the students in the fourth year Community Planning Lab of the City and Regional Planning Department at California Polytechnic State University , San Luis Obispo . The purpose of this course is for students to gain and understanding of community planning and to understand and experience the application of planning theory to the community and its components.
In designing the plan, several phases have been completed (or are in the process of being completed). First and foremost is a report on the existing conditions of the communtiy. This information has been gathered into a background report, entitled San Miguel: Existing Conditions and Future Prospects - A Community Study, and is available on this website for review.
Public participation plays an important role in any planning process. For this project, members of the community were presented with several opportunities to voice their opinions and concerns regarding the future of San Miguel. In addition to student attendance at several previously scheduled community meetings (Zoning Subcommittee meeting of October 9, 2003 ; San Miguel Community Advisory Board meeting of November 5, 2003 ), a special meeting of the Community Advisory Board was held on December 3, 2003 . At this December meeting, students presented their preliminary findings and research with the community and held a workshop session with the attendees, in which the community members were able to voice their concerns and vision of San Miguel.
In addition to the public meetings, residents of the community have been surveyed on a number of occasions. The results of these various studies, conducted between 1977 and 1998, have been reviewed and analyzed as part of the student research and the findings have been included in this report.
As the community planning process moves forward, additional meetings with the public have been planed and will be held as necessary. A final presentation will conclude the process, where the end result of this larger exercise is presented, will occur in late March, 2004. |
